Almanor Basin Watershed Advisory Committee The Almanor Basin Watershed Advisory Committee (ABWAC) was created by the Plumas County Board of Supervisors to address water quality, land use, and critical habitat issues in the Lake Almanor Basin. The Committee is comprised of eleven community volunteers: four members from the four major communities bordering the lake, one from neighboring Lassen County (in which a portion of the watershed lies), one from the Native American Maidu community, one Planning Commission liaison, and four at-large members. The Sierra Institute for Community and Environment currently facilitate the organization structure and day to day operations of the committee. Chief Geologist with Advanced Geologic Charles Watson has participated with the group ever since the Stakeholders Report was issued in 2003. He was instrumental in building the framework by which the group operates and currently holds a position on the Technical Advisory Group (TAG). On August 16, 2007, Charles was asked by the Lake Almanor Water Quality Subcommittee to prepare a proposal to continue the water quality monitoring program for Lake Almanor. The California Department of Water Resources (DWR) was cutting back the current program due to lack of funds and the committee members were concerned about the potential for reduced water quality with the rapid growth planned around the lake in the next 10 years. A preliminary draft of the proposal was prepared and discussed at the November 14 TAG meeting. The proposal and the TAG recommendations were presented to ABWAC Board of Directors later that night, who then requested a final proposal. The final proposal for the Annual Lake Almanor Water Quality Monitoring Program was prepared and presented to the ABWAC Board of Directors on December 12, 2007.
